Read: Plunkett on Tamany Hall, by William Riordan.

Write a 5+ page synopsis of this book including the following information:

1. Trace the development of Civil Service Reforms in the United States.

2. Explain who Plunkett is supposed to be-  and fit him into your timeline of events.

3. Explain, describe and justify his philosophy on how government works and why.

4. Based upon the book, how would Plunket react to Civil Service Reforms? Why?

5. Based upon your research from class, explain BOTH the need for civil service reforms and the resistance to them.
